Why Small Business Subcontracting is Important

 

Each year, large Business Concerns are required to submit a subcontracting plan. They can submit one of four types of subcontracting plans. The four types of plans are Individual, Master, Commercial, and Comprehensive. Although there are four different plan types, all require large business concerns doing business with the federal government to lay out in advance how they will meet their small business inclusiveness goals. These goals are determined on an agency-by-agency basis.

 

Why this is Important

 

The federal government spends approximately $590B in discretionary spending.

  •  $130B was spent via direct award with small businesses.

  •  $90B of additional dollars were spent in the round-about way by large federal primes using small business subcontractors.

This is equal to $220B in federal spending or 37.4% of total discretionary spending.

 

Federal contractors are required to maintain an acceptable subcontracting plan if they are another than small business (including all subsidiaries and affiliates, both foreign and domestic) and the estimated dollar value of the base contract and all option periods exceeds, or is expected to exceed, is $750,000.

 

Contractors that meet these criteria must establish a subcontracting plan with specific dollar and percent goals for subcontracting to small, HUB-Zone small, small disadvantaged, small women-owned, Veteran-owned small, and service-disabled Veteran-owned small business firms.  This plan must be in place prior to the contract award.

 

The requirement to submit a subcontracting plan does not apply to:

  • Small businesses.

  • Contracts under the prescribed dollar amounts.

  • Prime contracts not offering subcontracting possibilities.

  • Contracts to be performed entirely outside the United States.
